BidQuest was founded by Christina West, who brings over 13 years’ experience leading high-value public sector tenders and Government framework applications across SaaS, medical devices, cyber security, AI and digital transformation, IT services, active travel infrastructure and government-funded business support.

Her work has spanned central government departments including MHCLG, DBT, DSIT, DWP and DEFRA, as well as Innovate UK, Mayoral Combined Authorities and Local Authorities across the UK.

Through six years designing and bidding for public sector-funded business support programmes, Christina gained unique insight into the innovation, agility and resilience SMEs contribute to the UK economy. It became apparent how often SMEs are locked out of public sector opportunity due to structural barriers and lack of bid resource and know-how.

Traditional bid “best practice” often assumes large teams, layered governance and time-rich environments. Most growing businesses simply don’t have that luxury.

Christina created the QUEST Standard to bridge that gap - translating enterprise-level bid discipline into a practical, right-sized system that ambitious SMEs can realistically implement and sustain.
